Instead, a <\/span><strong><span data-preserver-spaces=\"true\">Joint Photo Declaration<\/span><\/strong><span data-preserver-spaces=\"true\">\u2014referred to as <\/span><strong><span data-preserver-spaces=\"true\">Annexure J<\/span><\/strong><span data-preserver-spaces=\"true\">\u2014will now be accepted as a valid alternative.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">This move is intended to ease the process for married applicants, eliminating the need for a marriage certificate, which many found difficult to obtain. Annexure J, signed by both spouses, is now considered a sufficient document for this purpose, making the procedure more accessible across the country.<\/span><\/p>\n<h2><span data-preserver-spaces=\"true\">REASON FOR THE POLICY CHANGE<\/span><\/h2>\n<p><span data-preserver-spaces=\"true\">This update addresses the inconsistent marriage registration practices across India. While marriage registration is standard in states like Maharashtra, it&#8217;s not as common in several northern states. As a result, many applicants <\/span><span data-preserver-spaces=\"true\">were unable to<\/span><span data-preserver-spaces=\"true\"> provide official proof of marriage.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The MEA introduced the Joint Photo Declaration to bridge this gap, recognizing that not everyone has all the conventional documentation.<\/span><\/p>\n<h2><span data-preserver-spaces=\"true\">WHAT IS ANNEXURE J?<\/span><\/h2>\n<p><span data-preserver-spaces=\"true\">Annexure J is a declaration in which the couple must:<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">Provide their names, address, and marital status.<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Confirm that they live together as a married couple.<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">The form includes space for a joint self-attested photo and must be signed by both individuals, including the date and place. Additionally, applicants must supply:<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">Aadhaar numbers<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Voter ID numbers<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Passport numbers, if available<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">To be accepted,<\/span><span data-preserver-spaces=\"true\"> the form must be fully completed, including all identification details and the joint photograph.<\/span><\/p>\n<h2><span data-preserver-spaces=\"true\">UPDATING OR REMOVING A SPOUSE\u2019S NAME<\/span><\/h2>\n<p><span data-preserver-spaces=\"true\">For those wishing to remove or update a spouse&#8217;s name on a passport, the MEA continues to require valid legal documentation. Acceptable documents include:<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">Divorce decree<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Death certificate of the spouse<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Re-marriage certificate<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Or a Joint Photo Declaration (Annexure J)<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">By removing the marriage certificate requirement for adding a spouse\u2019s name, the MEA has taken a significant step toward simplifying government procedures and making public services more citizen-friendly.<\/span><\/p>\n<h2>OTHER KEY PASSPORT REFORMS<\/h2>\n<p><span data-preserver-spaces=\"true\">Beyond changes related to spouse name inclusion, the MEA has implemented several other reforms:<\/span><\/p>\n<h4><strong><span data-preserver-spaces=\"true\">Mandatory Birth Certificate for New Applicants<\/span><\/strong><\/h4>\n<p><span data-preserver-spaces=\"true\">Individuals born on or after October 1, 2023, must present a birth certificate issued by the Registrar of Births and Deaths or the Municipal Corporation as the sole proof of date of birth.
